Corruption is covered by bureaucracy.
At the heart of the plot the Pike as a predatory fish leads all police units. When thieves are at the head of the police, then there will be corruption and bureaucracy in the country.
This is an allegory.
That series of artworks my humorous reaction to the bureaucracy. My own struggle.
