Blue is one of the basic colors and is often used by artists as a stylistic device. Some artists, like Yves Klein, even used blue almost exclusively. The color is also one of the cold colors. But since it is also the color of the sky and the sea, it is used again and again, if you want to express distance, distance or longing. One example is the painting "Starry Night" by Vincent van Gogh.
