In the days before radio a ship entering a port was required to anchor outside the harbour approaches and fly a special flag indicating that they were in need of a pilot to navigate the ship safely into the port. In this scene the pilot boat is coming up to the ship which has its sails arranged to hold it in a stationary position. Both the ship and pilot are flying their correct signal flags
