According to the World Bank Municipal Solid Waste (MSW): Includes non-hazardous waste generated in households, commercial and business establishments, institutions, and non-hazardous industrial process wastes, agricultural wastes and sewage sludge. In practice, specific definitions vary across jurisdictions.

In other words toxic waste is not included in the discussion or the figures above. The figure appears to be about 400 million tonnes each year. This figure would seem low.
