Question for the artist?

Artist's description:

This piece is to do with the series of Bills and Acts that have come in over the past 20 years that are stripping away our civil liberties. These have been enacted with little or no media coverage and therefore they are relatively unknown by the public at large. These include; Criminal Justice Bill, Organised Crime Act, Terrorism Act, Civil Contingencies Act.
The riot police represent the police state and behind them in block letters are the Bills and Acts, the font choosen to represent the oppressive nature of these laws.
