Question for the artist?

Artist's description:

An image of a railway structure in Canada on a bridge across the St Lawrence canal at Montreal. This structure is used for raising and turning the rail track to enable tall vessels of the canal to pass under the railway. This wheel is cable operated and is at the centre of the operation of the railway and the canal system. A magnificent piece of antique engineering still exerting dominance over the modern day ships and trains the it carried.
