Question for the artist?

Artist's description:

The Union Flag was born out of a certainty of Britain's place in the World. Our navy ruled the seas whilst Empire took care of the land. These days we dont have these certainties. We have lost confidence and our institutions such as banking and politics have lost much credibility amongst the general public. This image is about change and decay, but also about the enduring legacy of the nation's achievements.
